Foreword

The Nordic collaboration is governed by vision 2030, which aims for the region to be the most integrated and sustainable in the world. Through this report, Nordic Innovation sets out to promote sustainable growth, innovation, global competitiveness, and resilience of Nordic companies and society. Quantum technology is important for advancing national security, medical research, material science, energy storage, climate modeling, and many more areas. Quantum technology is still an evolving area, and no one knows how or when the announced quantum revolution 2.0 will happen. However, we should create a sense of urgency to position the Nordics as a stakeholder that can make a difference in the field. To succeed in making our region a stronghold for quantum, we need to unite around goals for the long term, pool funding, and identify leadership. Furthermore, we need to ensure good integration between research, business applications, and policy.
In the work with this report, interviewees have underlined the importance of a regional approach, and the advantage of working together was highlighted by the Nordic Prime Ministers and Heads of Government in their joint statement on quantum technology in May 2025.  This report picks up on the commitment expressed in the joint statement, and we hope it will inspire new partnerships across borders, sectors, and value chains. To emphasize the need for collaboration, we have included both the Nordics and the Baltics in our mapping, believing that there are synergies that should be considered when broadening the regional scope.
The report is an open invitation – a starting point for policymakers to initiate talks on what the region can do together on a specific level. Moreover, the report is intended to raise curiosity amongst Nordic-Baltic businesses and point to opportunities on how quantum technology can be used to gain a competitive edge.
