While Norway, Latvia, Lithuania, and Estonia currently have less developed commercial ecosystems, they possess a solid scientific base and growing national ambition, creating strong potential for rapid advancement.
Cross-country collaboration is essential to unlocking quantum technologies' full potential. This means aligning national strategies, investing in shared infrastructure, and fostering continuous dialogue and coordination across sectors and borders. The recommendations in this report, including the Quantum Coordination Forum, the Thought leadership and strategic influence initiative, and ambitious cross-country pilot projects, provide a focused starting point for impactful action.
Importantly, quantum policy must not be seen in isolation.
