Concluding remarks

This report has provided a comprehensive, data-driven overview of the Nordic-Baltic quantum technology ecosystem, mapping commercial activity, highlighting regional strengths, and identifying concrete policy actions to enhance competitiveness.
Quantum innovation is not only a scientific pursuit but also a foundation for future industrial leadership, economic growth, and societal resilience. Denmark, Finland, and Sweden have built dynamic ecosystems, anchored by strong public-private partnerships and active commercial players. While Norway, Latvia, Lithuania, and Estonia currently have less developed commercial ecosystems, they possess a solid scientific base and growing national ambition, creating strong potential for rapid advancement.
Cross-country collaboration is essential to unlocking quantum technologies' full potential. This means aligning national strategies, investing in shared infrastructure, and fostering continuous dialogue and coordination across sectors and borders. The recommendations in this report, including the Quantum Coordination Forum, the Thought leadership and strategic influence initiative, and ambitious cross-country pilot projects, provide a focused starting point for impactful action.
Importantly, quantum policy must not be seen in isolation. Its role in advancing societal well-being, enhancing resilience, and promoting sustainability underpins the broader potential impact of this emerging technology. It is about technological progress and how quantum can serve societal needs while upholding shared values such as openness, responsibility, and sustainability.
The recent Joint Statement by the Nordic Prime Ministers and Heads of Government on Quantum Technologies (May 2025) underscores this shared commitment. By pledging to deepen collaboration, strengthen commercialisation efforts, and position the Nordics as a global hub for responsible quantum innovation, the region’s leaders have sent a clear message: quantum is a strategic priority. This political momentum creates a unique window of opportunity to align national efforts and scale regional impact.
Now is the time to act. With bold, coordinated action, inclusive governance, and a long-term perspective, the Nordic-Baltic countries can shape the future of quantum technologies and create lasting economic and societal value.
